Best brands at Walgreens?

so i have about 20 bucks to use tomorrow at walgreens. maybe 15, depends on how much 20 bucks fills my car up haha. because my mom gave me a total of 40 so i said okay well ill just go on a lil make up spree.
i need some good brands! i dont want to waste money on something thats gonna end up not working for me. i know thats always a risk but i’d rather be surer by asking you guys.
some things i need:
lip primer, my lipstick never wants to stay on.
maybe a cheap brush set with the basics. some of my brushes are getting oooold.

I am new to using make-up such as liquid foundation and powdery (if that’s what it’s called lol) eyeshadow, so I’m very interested in knowing if brand-name make-up application tools are the best. I’d also like some advice on what to look for when choosing the right brushes/sponges for my make-up. Thanks!

As in, does it matter which BRAND of brush sets you get or will any do? I got almost a whole set (sold separately actually) from Victoria’s Secret from its 75% off semi annual sale.
