omg the first time i ordered the gel eyeliner from coastal scents it was dry and flakey too so i emailed them and told them the problem and they were nice and gave me my money back.. so i reordered it a few months later and my new one is amazeing!! i love it.. so maybe you should try ordering another one..

When the Coastal Scents gel liner is dry..
put it on a flat iron for a couple of minutes so it can get back creamy
When the coastal scents ge liner is dry..but it on a flat iron so the heat will melt it back to creamy
my gel liner from coastal scents was really drying and flaking when i put it on too it sucked =[
BUT - one tip that helps a LITTLE is putting a VERY SMALL amount of vasaline on your brush [then rub off the excess] then dip your brush into the gel liner – it should help the flaking
