Makeup tips to make your eyes look smaller?

My eyes are like PURE blue, people say their gorgeous, and their not overly big, but I was just wondering how to make them appear a little smaller. I do my makeup very light and naturual, just a little brown eyeliner, some chapstic, clear gloss, and my face is clear. So I don’t put any concelear.
I know lots of tips to make eyes appear bigger now I need people’s help to make them appear smaller.

Do name brands (i.e. MAC, Smashbox, etc.) matter when it comes to buying make-up tools?

I am new to using make-up such as liquid foundation and powdery (if that’s what it’s called lol) eyeshadow, so I’m very interested in knowing if brand-name make-up application tools are the best. I’d also like some advice on what to look for when choosing the right brushes/sponges for my make-up. Thanks!
